The 10th Annual School Transport Conference

The school transport sector faces increased demand, increased costs and reduced budgets, leaving many wondering how best to maintain the current level of service.

The drive to cut costs has been ongoing for a few years now, meaning many authorities have already reviewed their operations and delivered significant savings. It is therefore perceived that further savings are much harder to find.

Although the situation may appear bleak, many are exposing themselves as innovation leaders - finding new funding streams and tackling the ever-publicised issue of efficiency.

Now in its 10th year, this national conference for all those working in school transport explored emerging trends, heard the latest policy and guidance and shared best practice.

2nd Annual Conference, Private Provision in UK HE

	Twitter: #PPINHE

Private provision in Higher Education is set to expand beyond the professional and postgraduate spheres. This conference, timed to follow the Department for Business and Innovation’s empowering and protection consumers’ consultation will explore the future of private provision in UK HE. Sector leaders will provide guidance and examples of best practice in working alongside private providers.

The Higher Education White Paper opens up the HE market- moving away from funding classification towards results. The government wants to enable a wide range of providers to stimulate competition, create innovation and provide genuine choice for students.

With any opportunity comes a challenge and HE private provision is no exception. Should HE institutions compete or collaborate? And what mechanisms, legal frameworks, leadership structures and regulation make expanded private provision workable?

	The Progress Report

Since its inception, much has been speculated about the true value and future of community budgeting.

This unique conference provides the opportunity to hear a progress report from many of the 16 pilot areas. As Government sets about rolling community budgets across the country, this conference provides a perfect opportunity for future stakeholders to learn from those already well into the implementation.

Why you must view this event:

	* Get an honest account from many of the 16 pilot areas on what works and what doesn't;

	* Hear from the Leader of Kent County Council, a community budget pilot area on how to successfully implement the pooled budget approach;

	* Assess the savings made by Blackpool Borough Council through their integrated service approach.

Environment 2011 heard government, local government and businesses speak of their strategies to tackle, on a local level, the key climate change and environmental challenges.

The 2011 annual conference provided the skills to devise and enact strategies to protect and create healthy local environments, improve energy efficiency and meet climate change challenges. It gave regulators; business; government agencies; local government and campaign groups a chance to set out their view of the way ahead over the next four years, and discuss the dilemmas confronting business leaders, policy‐makers and strategic planners.

This unique event mapped the future for decision‐takers wrestling with the pace of change, investment decisions, and the huge behavioural and economic changes necessary to reduce our carbon output; protect and create healthy local environments; reduce and manage waste and move towards alternative, cleaner energy and transport.

Shaping the Future of PFM

With continued global economic uncertainty, the delivery of public financial management (PFM) is more important than ever.

All around the world, public sector spending is under pressure. People are expecting more of their public services and demanding better value for money – whatever the level of development or economic circumstances of their country.

How should policymakers and those that advise them respond to these pressures?

CIPFA and its partners organised our first International Conference so international representatives of professional bodies, national government finance and audit professionals, academics, NGOs and development experts could come together to help answer those questions.

Creating Stronger Local Communities

The Government outlined its ambition of strong, safe and prosperous communities in its recent local government white paper. This forum took a broader look beyond the current place-shaping agenda and asked how competition and effective commissioning from the market can be used to improve provision of services to aid community cohesion.

A changing UK population and shifts in demographics are creating new demands on local services. Councils and local public services will need to work better with private and third sector partners to improve local well-being, deliver better outcomes, and ensure that local services are ready to cope with challenges seen and unforeseen; this is also crucial to improving efficiency.

Speakers set out how action and services can be tailored to meet the needs of each place and the people within it and explored how commissioning and the promotion of best practice should be addressed in the future.

CBI Migration Summit

With the new immigration points system starting in 2008, this summit aimed to help business and public service HR leaders and executives understand the new landscape for migration and government policy to use the new systems and work together on the new settlement on migration.

The UK economy depends on a high level of immigration and temporary migration from Europe and beyond and key sectors of the economy, such as major public services in health and care, depend on strong migration . But these also bring public service pressures and tensions which need business and public sector co-operation if flexibility is to be maintained.

This summit looked at future migration patterns with business and public sector solutions to cope with the changes and avoid penalties and reputation damage. It also addressed how to ensure a fair deal for business for those seeking work and those in work.

CBI Public Services Summit

Tailoring public services to meet the needs of individuals is necessary for the next stage for reform and improvement. Public service managers from public and private sectors need to understand how services will be changed and delivered.

This summit for public services leaders in companies, central and local government, health and education focused on the key developments, programmes and models of delivery to meet the Prime Ministers objective of “personalised public services”.

Drawing on examples from the public and private sectors and joint working to deliver “tailored” services, the conference gave insights into organisational change, new markets, financial models and new partnership opportunities.

When asked if the emphasis on the delivery of public services was changing from choice to personalisation, David Willetts MP, Shadow Secretary of State for Innovation, University and Skills replied that he was still a believer in choice as an effective model and that choice can be available where there is a single provider, for example within a school. Charles Clarke MP added that he saw choice and personalisation as opposite sides of the same coin: "...the whole effort has to be to get individuals to be able to use the public service which is helpful and positive to them", he said.

Chancellor of the Exchequer, the Rt Hon Alistair Darling spoke of the immense opportunities available to Manchester: The city is "one of the best brands in the world", he said, which provides "great advantages when youre competing with cities youve never heard of".

He went on to say that Manchester is well positioned to meet the challenges of the changing world economy. Having strength in the financial services, creative industries and science and research sectors would, he said, stand the city and its region in good stead over the next 20 or 30 years.

CBI/AXA Absence Management Conference

The cost of staff absence to the UK economy rose to £13.4 billion in 2006, with over 40% of overall time lost attributable to longer periods of absence of 20 days or more. Significant differences in employee absence between organisations demonstrate how important the management of workplace absence is for an organisation’s productivity and how it ultimately hits the bottom line. Increasingly, organisations must look at new formats of working and offer staff opportunities for work/life balance and for healthier lifestyles.

With the most up-to-date comparative case studies from both the public and private sectors, this conference brought together HR professionals, Chief Executives, Directors, Occupational Health Professionals, Risk Managers and all those concerned with employee wellbeing, increased productivity and healthy work spaces.
