LG Group Annual Rural Conference 2011

The context in which councils operate has changed dramatically since the last election, but by this September's LG Group Annual Rural Conference the landscape will have changed even more dramatically as the cuts to local authority funding and many provisions in the Localism Bill will have come into effect.

The LG Group's Annual Rural Conference is the key event for rural policy and decision-makers in local government and will provide a unique opportunity for elected members to discuss the challenges and opportunities that these changes have brought for councils and the rural perspective on the key policy issues that have emerged. The debate will be stimulated by speeches from senior politicians and policy makers, as well as contributions from elected members and officers who are working to deliver policies and services. You will have the opportunity to hear about developments in policy and practice and suggest how these should be shaped to meet the needs of rural communities.

The Minister of State for Rural Affairs will be giving the keynote speech at the conference, to discuss the key challenges that need to be addressed by rural communities and the role of the new Rural Communities Policy Unit. Other key areas that the event will focus on rural service delivery in the current financial climate, the Decentralisation and Localism Act in practice and the future for affordable housing in light of the changes to housing finance and neighbourhood planning.

The Conference and Commission will feature a number of fully interactive workshop and plenary sessions that will give delegates an opportunity to discuss and debate issues including Local Enterprise Partnerships, Community Budgets and the role of councils in preserving our natural environment.

LG Group Annual Conference 2011: Localism Works

The Government's flagship Localism Bill set out new leadership roles and a vision of a state in which communities, charities and businesses have increased powers in shaping the way their places develop and how their services are delivered. The Big Society will remain a phrase crucial to all discussions about the future of public services. And alongside these wide-ranging reforms, councils will be dealing with an exceptionally tough financial settlement which is already affecting the way they serve their communities. The results of tough budgeting decisions will be apparent by the summer.

This conference asks how the role of local government should be defined in the brave new world – as the body for local leadership, a commissioning hub, an information centre for stimulating local activity, or all of the above and more.

Housing Finance Reform: Seizing the Moment

This conference provided an invaluable opportunity to consider the challenges ahead and how to prepare for self financing. This included consideration of the long term viability of your business plan, the importance of long term asset management programmes, and the effective transition from the subsidy system to self financing.

As part of helping you prepare for this new challenge the LGA prepared this conference to:

Consider the implications of self financing on the sustainability of council housing services

Provide an insight into the details behind the clauses in the Localism Bill

Provide the chance to hear the latest from the leading experts on housing finance.

Give delegates a chance to get a head start on what the implications for self financing will mean for your council. It is an essential conference for any council as they prepare to leave the subsidy system behind.

Social Enterprise

	Summary

This management briefing contains presentations from experts who explain their experiences of applying mutual and social enterprise models to the wider society.

Mutual and social enterprise models are a recognised way of engaging staff in the ownership of change and innovation. An increased focus from media and from politicians on ‘employee ownership’, ‘mutual ownership’, ‘co-operatives, and ‘social enterprise’, has lead to questions around how employee ownership can be used to give public sector staff greater ownership and control over their work, how services are delivered and how their organisation is run.

Not only are mutuals and social enterprise being hailed as the future of public service delivery, public sector staff are being encouraged to 'spin out' from the state to sell their services back. The Cabinet Office Minister, Francis Maude MP, has announced a number of 'pathfinder' spin out mutuals ranging from heath, housing and children's service to empower public sector workers to become their own boss and help them to deliver better services.

 Learning outcomes

This briefing provides you with leading presentations and research papers on the future of social enterprise. Users will:

Listen to authoritative and authentic content from people leading change, including the Cabinet Office Minister leading public sector reform

 Understand the rationale behind change

Learn about the enterprise development journey

Use a case study review to learn how one organisation implemented change and the valuable lessons learned

Gain a wider understanding from leading websites and information centres provided

Understand the terminology and implications behind the spinout pathfinder mutuals
