Speaker Biography

Sue Lees

Sue is the Divisional Director of Assets and Commercial Services, and is responsible for managing the Council’s portfolio of major contracts and property assets. This includes responsibility for the entire capital programme for the Council, amounting to some £450M over the next four years. As part of her role she is also responsible for complex procurements, such as the BSF programme. She recently led on the commercial negotiations for the development of the Council’s new Joint Venture, Elevate, and is now responsible for clienting the arrangement.

She is a chartered accountant by training, and has for the last several years been involved in PPP work. Prior to her appointment at the London Borough of Barking and Dagenham, she was the Chief Executive of Barking and Havering LIFTCo, and successfully delivered three financial closes whilst there. She has worked on both sides of the PPP fence, having originally been the NHS Project Director, prior to the formation of the LIFT (Local Improvement Finance Trust) Company.

As well as a Mathematics degree, Sue also holds a post-graduate qualification in Construction Project Management.
