Speaker Biography

Andy Morling

The bulk of Andy's law enforcement career was spent investigating serious and organised crime in HM Customs and Excise where in 2001 he received a Judge’s commendation for his lead role in the investigation of boxing promoter Frank Warren. A spell on secondment to NPIA (then NCPE) followed where Andy established the Covert Advice Team at Wyboston. There began his enduring love affair with the provisions of the Regulation of Investigatory Powers Act 2000 which culminated in his authorship of the controversial Key Principles for the Lawful and Effective use of Covert Techniques on behalf of ACPO.

Secondment over, Andy returned to London to take up post as Head of Intelligence at the Serious Fraud Office before moving on to his current role as Head of Strategic Knowledge and Intelligence at the Child Exploitation Online Protection Centre (CEOP).
