Tom Rahilly

 Tom Rahilly
Tom Rahilly is the Head of Strategy and Development for looked after children at the NSPCC. He is responsible for the development of the NSPCC's services for looked after children, research and their public policy programme. His recent work has included the publication of a report on the risks faced by children when they return home from care and work with a group of eight local authorities to develop effective new practice in this area.

Tom spent most of his career working in Government where he was the Deputy Head of the Child Poverty Unit and led work on the education and wellbeing of looked after children, including the Care Matters white paper and the Children and Young Persons Act 2008.

Immediately prior to joining the NSPCC Tom spent a year and a half working in Rwanda supporting the development of the President's strategy and delivery units.
