Barbara Waters

Barbara Waters joined Skill in 1996 and has been Chief Executive since 1997, with responsibility for Skill’s work in all areas of post-16 education, work based learning and employment for disabled students, trainees and jobseekers throughout GB. Skill’s policy team, headed by Barbara, have contributed to bringing amendments to the Education and Skills Act 2008 and ASCL Act 2009. Most recently, she has led Skill’s response to the Equality and Human Rights Commission guidance on the new Equality Act 2010. Barbara represents Skill on the DfE Learners with Learning Difficulties and/or Disabilities Advisory Group and is now the independent chair of the new Disabled Students Forum for the Student Loans Company.
