Emma Harding, an independent consultant from Hilltop Communications, has been working with Cheshire West and Chester Council over the last year to develop and implement their fostering marketing, recruitment and retention strategy.

Working as part of the team, she has project managed the delivery of a highly successful advertising campaign, developed new recruitment materials and implemented a number of improvements to the recruitment process to increase its effectiveness.

Emma has worked as a communications consultant for the last 13 years, and has extensive experience of supporting local authorities to recruit foster carers and adoptive parents.
