Nathan Holden

Nathan is a partner and is the head of Mills & Reeve's local government practice. He spent the first 5 years practising as a solicitor in local government and has for the last 11 years worked for local government and private sector clients in private practice, firstly for DLA Piper and latterly at Mills & Reeve. Nathan specialises in assisting local authorities in procuring buildings and development in the context of development agreements, as well as advising on establishing companies and other legal structures to trade and provide services through. This includes joint venture arrangements as part of shared services initiatives. Nathan also advises on the complex linked issues of: local authorities' powers to trade; State aid; competition law; and governance arrangements. For example, Nathan is advising a local authority on how to outsource the provision of library services to a local community group in a cost effective and accountable way.
