Graham Thom

Associate Director, SQW.

Graham Thom, Associate Director of SQW over 20 years consultancy and research experience. His background is in employment and skills including reviews of FE provision across the north west of England, and the strategic development funding to colleges in Scotland. Graham has been directing the evaluation the Individual Budget Pilots for Families with Disabled Children, for the Department of Education since 2008. The SEND Green Paper confirmed the extension of these pilots. He also directed SQW’s recent work for East Sussex Council, advising around personalisation of services for young people. This included a pilot of the Learning for Living and Working Framework. Graham is also directing the evaluation of the Common Assessment Framework for Adults demonstrator sites, for the Department of Health (2009-12) which is examining efforts in 12 local areas to share assessment information across health and social care.
