William Locke

William Locke is Head of Learning and Teaching at the Higher Education Funding Council for England (HEFCE) where, among other things, he is responsible for the National Student Survey, the development of the Key Information Set for undergraduate courses and leading on the HE White Paper initiative on meeting the information needs of prospective postgraduate students.

Prior to this, he was Assistant Director and Principal Policy Analyst at the Centre for Higher Education Research and Information (CHERI) at the Open University. He has edited two books and published numerous reports, journal articles and book chapters on a wide range of HE topics.

Before working at CHERI, William was Deputy Director, Policy Development at Universities UK where he led on longer-term strategy, and policy on learning, teaching and assessment, recording student achievement, student services, widening participation, and employability and careers education.
