Judith Barnes

 Judith Barnes
Judith worked for five local authorities before joining Eversheds, latterly as Borough Secretary and Solicitor for Greenwich Council, where she was also the Council’s Monitoring Officer and prior to that Head of Legal at Lewisham Council. Judith heads our local government team advising on corporate governance, best value, constitutional matters, general legal advice and consultancy services for local government. She regularly advises upon powers of local authorities and public law decision-making, including charging and trading. She also advises on shared service delivery and issues arising from public sector collaboration as well as PPPs, Social Enterprises and Mutuals.

In 1992, Judith contributed to and edited the book Municipal Trading by John Bennett and Stephen Cirell, which was published by Longman. Judith is a LEXCEL Consultant and is also a recommended individual in Legal 500 and Chambers, described in the 2011 version of both as “excellent”.
