Speaker Biography

Miranda Carruthers-Watt

Miranda Carruthers-Watt is passionate about customer service and delivering joined up, effective solutions to meet people’s needs. She has been involved in service transformation at a local, regional and national level and has worked with a number of local authorities and private sector providers.

Before transferring to the role of Chief Executive for the Lancashire Police and Crime Commissioner, she was Chief Executive at Lancashire Police Authority from April 2007. Prior to this she was Director of the North West Centre of Excellence and supported North West authorities in delivering the transformation and efficiency agenda. She has been a member of the Home Office and CLG Local Delivery Group on Prevent and a member of the Home Office partnership advisory group.

She has been involved in inspections and peer support since the late 1990's, and is an accredited peer reviewer. She is Vice-Chair of the Association of Police Authorities' Chief Executives (APACE) and lead member for APACE on transition workstreams connected to transfer issues, finance and governance. She has an interest in ICT and represented APACE on the ISIS programme board.

Miranda has been significantly involved in developing the governance arrangements in respect of Police and Crime Commissioners and has written articles for Police Professional, Police Review and other publications. She has spoken extensively on the powers and duties of police and crime commissioners and police and crime panels.
