Addressing members of The Insurance Institute of London, Environment Agency Chairman, Lord Chris Smith warned that “we are now experiencing what can only be described as a new kind of rain…that falls in huge quantities all at once in the same place”, and that, as a result of climate change, we are likely to see this type of rain happening with increasing frequency.
