Speaker Biography

Penny McCart

Penny started work in local government 1994 as a Senior Road Safety Officer for Bedfordshire County Council after taking voluntary severance from Britannia Airways. The airline career had given Penny a valuable insight into risk management, health & safety, marketing and transport scheduling. In 1999 she took on the role of Road Safety Manager for Northamptonshire County Council working with the Casualty Reduction Partnership working with both regional and national colleagues to develop resources and raise awareness for Occupational Road Risk.

During her time in Road Safety she was nominated for several Prince Michael Road Safety Awards and was successful in achieving Road Safety Officer of the Year for her work with the Police and the town of Flitwick for the community road safety project – Flitwick the town that’s in a hurry to slow down!

Promotion to the senior management team for Highways and Transport in 2005 led to Penny taking on the wider remit of transport amongst other things. Over more recent years she has concentrated her efforts in the area of transport working to improve the quality of transport service across the council as well as reducing costs.
