Jane Carrier

Jane is the Audit Commission’s national policy lead on older people and adult services. She is interested primarily in whole system approaches to improving the wellbeing of older people. Jane first joined the Commission in 2001, and led a number of national studies on older people, including the review of the National Service Framework for older people (in partnership with the former Healthcare Commission and CSCI). She then spent two years as a senior consultant for the Office of Public Management, returning to the Audit Commission in 2008.

Previously Jane was the Department of Health’s London regional lead on older people, where she set up a Londonwide improvement programme for older people’s services. For more than a decade, Jane worked in a number of policy, research and strategy roles in HIV, sexual health and substance misuse, and played a key role in the development of HIV services across London. Her early career was in housing advice, working with homeless young people.
